This Guideline is intended as an aid to assist rail operators to develop technical specifications for the procurement of new rolling stock or rolling stock modifications.The Guideline will outline the process of preparing technical specifications for the procurement of Rolling Stock to ensure consistency, including specific guidance on the form and content.
