David Oestermeyer, A. Stucki Co. and Salco Products

David Oestermeyer is now Chief Commercial Officer of Pittsburgh, Pa.-based A. Stucki Co., an engineered components, systems and services supplier for the railroad industry and other markets. He remains President of Salco Products, the Chicago company he established in 1983 and sold to Stucki in 2020.

Oestermeyer will oversee all sales, customer service, marketing and commercial activities for the company, with a primary focus on accelerating the integration and alignment of commercial activities across the Stucki portfolio.

“This is a very exciting time for Stucki, as we’re just beginning to leverage the scale and synergy we can offer our customers in the rail industry and beyond,” Oestermeyer said.

Stephen A. MacIsaac, VRE

Starting May 31, Stephen A. MacIsaac will become General Counsel for VRE co-owners and operators Northern Virginia Transportation Commission (NVTC) and Potomac and Rappahannock Transportation Commission (PRTC).

MacIsaac has served as Arlington County, Va., Attorney since 2000, and as part-time General Counsel to VRE since planning for the commuter railroad began in the mid-1980s. He also spent 18 years in Prince William County’s Office of County Attorney and was named Deputy County Attorney in 1989.

“Securing professional counsel with Steve MacIsaac’s level of legal experience, subject matter expertise and dedication to VRE is a critical step for the Operations Board and commissions to deliver on the promise of service expansion for northern Virginia’s rail riders,” NVTC Chair and Arlington County Board Member Katie Cristol said.

“As we recover from a pandemic that has rocked our transportation system, having someone who can provide sage legal advice to help move our commuter rail system forward is invaluable,” PRTC Chair and Prince William County Supervisor Margaret Franklin added.

Tim Hoeffner, Quandel Consultants

Tim Hoeffner is joining Chicago-based rail and transit firm Quandel Consultants as Senior Consultant. He spent 40 years at the Michigan Department of Transportation, beginning on the highway side and serving most recently as Rail Director. He also held the positions of Manager of MDOT’s Freight Safety and Services Division and Manager of the Rail Passenger Services Division, and oversaw the Department’s communications-based train control systems project.

In addition, Hoeffner was Administrator of the Office of High-Speed and Innovative Project Advancement. For the Midwest Intercity Passenger Rail Commission, he was Governor’s Designee under Govs. Granholm, Snyder and Whitmer; held vice chair and chair roles from 2011 to 2020; and served as Advisor.

Teresa Domingo, Trapeze Group Americas

Teresa Domingo is General Manager of Trapeze Group Americas, overseeing public-transportation business growth and development.

She started working at Trapeze in 2006, and rose steadily through the ranks to Manager of Professional Services and then to Chief of Operations, directing customer success, operations and customer care.

“I am truly grateful to be leading the amazing team at Trapeze,” Domingo said. “I have always been motivated by the value our solutions deliver to our customers.”

Malcolm Keys, BAI

Malcolm Keys is Group Business Development Director for BAI, the parent company of Transit Wireless. His promotion follows five years leading BAI business development in Europe. Prior to that, Keys was CEO of BAI’s joint venture with Airwave Solutions, responsible for BAI’s entry into the emergency services telecommunications market. He joined BAI in 2005 as Director of Telecommunications and Information Technology and led the New Products Division, focusing on such new services as mobile TV, datacasting and digital radio.

“I’m excited that such an experienced and skilled leader in the telecommunications industry can be appointed from within BAI,” Group Chief Commercial Officer Andrew McGrath said. “Malcolm is an outstanding addition to the Commercial team, who will define new areas of cooperation with industry partners.”
