AS 7454 Management of Network Route Competence

The Rail Industry Safety and Standards Board (RISSB) is seeking nominations to join a Development Group to review AS 7454 Management of Network Route Competence.
How will this help the rail industry?
AS 7454 provides a harmonised, risk-based framework for managing route competence of rail traffic crew, helping operators ensure safe, consistent, and efficient operations across Australia’s rail networks.
It strengthens operational safety, standardises competence practices, improves training quality, and supports the national rail reform program by aligning safety, interoperability, and workforce capability objectives.
About
The review supports national rail reform by standardising workforce competence criteria, enhancing hazard management, and improving route risk assessment transparency.
The revised AS 7454 will aim to strengthen competence management systems, ensure cross-network consistency, and integrate lessons from modern technology and safety investigations.
Time commitment
Development Group membership is voluntary and requires the support of your organisation to attend and contribute. A minimum of half a day per month time commitment will be required between January 2026 and May 2026. How to contribute
Stakeholders and interested parties are invited to submit nominations for Subject Matter Experts to join this Development Group to contribute to the overall depth and quality of the product.
