AS 7457 Management of PAE Events

The closing date for comments – Monday 29 September 2025

The AS 7457 Management of PAE Events draft is now open for Public Consultation.

How this product helps the rail industry

This Standard aims to ensure that Proceed Authority Exceeded (PAE) events which pose a critical risk to railway operational safety, are managed in a consistent manner to reduce the likelihood of recurrence and minimise the potential consequences and impact on the persons involved.

It provides the requirements to support the immediate actions following an event with a focus on the wellbeing of rail safety workers involved in the occurrence, moving of rail traffic, investigation elements specifically focussed on PAE considerations and ongoing communication.

About

This product underwent a review which focussed on aligning the product to latest updates on PAE categorisation under the Rail Safety National Law (RSNL) and ONRSR Guideline as well as the recently published Guideline Rail Traffic PAE Risk Management. The use of the term SPAD has been updated to encompass Proceed Authority Exceedance events.

A greater focus on human factors and just culture approach to post incident management aims to provide consistency and harmonisation among operators when managing PAE events.
