AS 7502 – Road Rail Vehicles

The objective of this Standard is to set the core requirements for the safe design, construction, testing, maintenance, decommissioning and modifications of road rail vehicles and to ensure compatibility with rail networks.

This document is intended to complement the rolling stock compliance certification process outlined in AS 7501.

The document has been significantly amended from the previous version with major changes throughout the document. It is recommended a thorough comprehensive review is undertaken for any users of the current version that will be applying this new revision of AS 7502.

AS 7502 will help the industry by: 

• Ensuring design and operation of RRVs are in compliance with ADR and industry wide RSNL and intended network location. 
• Enabling flexibility to operators to use of RRVs in multiple locations across networks. 
• Standardising requirements in designs and manufacturing whilst providing competition in the manufacture and supply of RRVs to the industry. 
• Meeting registration requirements for operators. 
• Incorporating improvements through safety in design processes. 

• Harm to Train Crew and Surrounding Workers.
• Harm to Infrastructure.
• Harm to Rolling Stock.
• Derailment.
• Collision.

To implement this Standard the following approach is recommended: 

1. Review AS 7502 against internal applicable standards.
2. Review existing contemporary or under development RRV designs for use by the organization.
3. Identify common areas and variances.
4. Where commonality exists, and using the organizations change management process, change requirements to reference AS 7502. For example, change a requirement for a part to ‘Design shall comply with AS 7502’. 
5. Where a variance occurs, assess whether AS 7502 provides a better safety and/or interoperability outcome. This assessment must be measured against the organization’s risk profile and SFAIRP argument.  
6. If AS 7502 results in an improved safety and/or interoperability outcome then amend organizational standard to reference AS 7502 (in line with the organizations change management process).

If the organizations internal standards are assessed as providing better outcomes, AS 7502 can still be referenced, however a derogation or deviation statement to AS 7502 may be required within the organization’s standards.
