Code of Practice (CoP) Inspection, Maintenance and Repair of Rail Locomotive Boilers

The Rail Industry Safety and Standards Board (RISSB) is seeking nominations to join a Development Group to review CoP Inspection, Maintenance and Repair of Rail Locomotive Boilers.
How will this help the rail industry?
Australia and New Zealand have a thriving rail heritage sector. Staffed by volunteers, the heritage sector is responsible for the overhaul, operation, and maintenance of steam locomotives, some over 100 years old.
This Code of Practice provides sound guidance and advice on the inspection, maintenance, and repair of locomotive boilers as the use of steam locomotives continues into the 21st Century.
About
This Code provides a practical guide for owners/users/operators to assist them to meet their statutory responsibilities on steam locomotive boilers, including operating a boiler that is fit for service and presenting the minimum possible risk to any person. This is typically achieved by inspecting, repairing and maintaining appropriately as per this Code.
This review will consider recent changes to the ONRSR guideline Rail Locomotive Boilers, assessment of changes to AS 2593 Boilers—Safety Management and Supervision Systems and AS 1228 Pressure Equipment-Boilers Requirements, and currency of the existing drawings and images.
Time commitment
Development Group membership is voluntary and requires the support of your organisation to attend and contribute. There will be 6 meetings held between August 2025 and January 2026. Further information on the responsibilities of a Development Group member can be obtained from the RISSB Website.

Stakeholders and interested parties are invited to submit nominations for Subject Matter Experts to join this Development Group to contribute to the overall depth and quality of the product.
