Message from the CEO

It’s hard to believe that we are already towards the end of February 2017.

I promised in the January Whistle Board that 2017 will be a busy year and we are just about to head into our revamped Priority Planning Forum.

As many of you are aware, the RISSB Board has agreed that the previous process used for determining priority projects was not reflective of all of industry’s needs for a number of reasons:

· It disproportionately favoured the host city, which naturally provided more attendees;

· A low turnout at Forums resulted in a vote that was not truly representative of the cross section of the industry;

· The cost to RISSB and industry stakeholders associated with event staging was extensive;

· The Board felt that projects were prioritised more on the effectiveness of the “selling” of a project that took place on the day, rather than the individual merit of each project; and

· The Forum did not take into consideration the views of the industry stakeholders such as ONRSR, ATSB or government departments.

To address the issues outlined above, the RISSB Board has decided to undertake an overhaul of the process for prioritising projects over the following 12 months.

Firstly, and most importantly, to prevent the Forum favouring stakeholders from the host city and to encourage an increased level of participation, the 2017 Priority Planning Forum will take place completely on line.

Secondly, the Forum will take place over an seven-week period, which includes a three-week information period followed by a four-week ranking period. The information period will consist of the dissemination of scoping documents for each project and will replace the sales pitch that previously took place on the day of the Forum.

The ranking period will be when stakeholders are invited to rank individual projects from most urgent to least urgent.

Each company will rank projects from 1 (high priority) to 20 (low priority). RISSB members’ votes will carry an added loading, to reflect the fact that our members are most strongly committed to the outcomes and ideals of the Forum. However, all members of the industry and even the public are entitled to have a say if they wish to. This has always been the case, and continues to apply with the shift to a new format.

The initial three-week information period is scheduled to begin on March 8 and conclude on March 31, with the four-week voting period due to commence on April 3 and end on April 28.

In the period between now and the commencement of the information period, industry has been invited to nominate projects for consideration in the Priority Planning Forum. Information regarding the process, along with any updates, will continue to be communicated through our various platforms such as the Whistle Board newsletter, the RISSB website, email, social media and the RISSB Rail Safety Conference in April.

2017 RISSB Rail Safety Conference

The 17th annual RISSB Rail Safety Conference is set to take place in Brisbane this April. Examining the central theme, ‘Enhancing Safety through Collaboration’, attendees will hear case studies and best practice insights from industry experts and safety professionals from across the Australia ensuring take away solutions for anyone in the transport space.

The 2-day program will include industry safety insights from RISSB, ONRSR, the ARA, TrackSAFE Foundation, and the ACRI and feature case studies from Metro Trains Melbourne, TasRAIL and Sydney Trains on implementation of their safety strategies. Returning in 2017, the ‘Ask the Regulator’ Panel will again give attendees the opportunity to engage directly with the executive team from ONRSR.

For rail safety in Australia to move forward we need to continue to collaborate to ensure a safer industry for all.

Rail Safety Site Tour: Wulkuraka Maintenance Depot (Bombardier)

4 April 2017, 08:00 - 12:00 (times include bus transfer from and to the conference venue). The pre-conference site tour will run from 08:00 – 12:00 inclusive of transfer time from and to the conference venue on the morning of the Tuesday 4 April 2017.
