Guideline - Measuring Safety Performance

This guideline describes the techniques and measures that are used for wayside condition monitoring (CM) of railway rolling stock and details how these measures can be implemented and applied to manage risk, minimise network incidents and delays and lower maintenance costs in a condition based maintenance regime.

This document guides rail infrastructure managers (RIMs), road managers and other key stakeholders on good practice management of safety risks associated with the movement of Restricted Access Vehicles (RAVs) across rail level crossings (LX). It aims to provide a consistent approach to managing risks at level crossings (LXs) associated with the movement of restricted access vehicles (RAVs) across LXs. These risks have an impact on both rail and road safety.

This Guideline has been developed to provide guidance on a minimum set of design and maintenance criteria that will enable safe operation of In-line refuelling.
